On the 14th and 15th of December, 2005 the conference on questions of co-operation between Rosgidromet and the regions in the context of realisation the Kyoto Protocol liabilities and joint actions on adaptation to climate change was held in Cheboksari.

The organizers of the conference were the Federal Office on Hydrometeorology and Environmental Monitoring, Verkhne-Volzhskoye Interregional Territorial Department on Hydrometeorology and Environmental Monitoring, the Government of Chuvashskaya Republic, the Government of Nizhegorodskaya Oblast, the National Organizaton for Support of Carbon Sink Projects, Nizhegorodskiy Regional Centre for Energy Efficiency, and the Ural Centre for Energy Efficiency and Environment.

Dr.Valery Anoufriev presented the report "The experience and problems of GHG inventory in the regions of the Ural Federal Okrug".
